I would vote for increase in local trains. Better for environment and more efficient than building bigger roads.

You probably are right - in terms of seeing a marked improvement in the commuting life of a passenger, trains will make the bigger impact - and definitely better for the environment.
However, on more thinking ( :-) ) i think, the rather than a question of "OR", both are required - trains as well as roads. Also, trains routes need to be more intelligently designed - considering the changes in the demography of commuting population (earlier, people used to live in north and travel to south to the offices - now the office locations have shifted to the northern suburbs like Andheri, Bandra, Navi Mumbai etc). So, just increasing the trains between the north suburb and downtown area alone will not ease life.
Yeah...both are important.
